Windows 11 Slow Internet

My set up is below:

Tenda Nova node with ethernet connection to the PC.

Upgraded my PC recently and now it appears that windows 11 is throttling my internet speeds to 1MB download, never had this issue before on my old PC. To resolve this, i have to restart my pc or network settings and its fine for 20 mins and then it all starts again. Does anyone know what could be causing this issue? I'm on Skybroadband 400MB and was easily achieving over 100MB download on my old PC.

It sounds as though your network could be the problem. In this weather, I wouldn't be surprised if it was something overheating.

Try the old turn everything off for a bit and turn it back on trick.
 
What else do you have on the network? Flatmate PCs, switches, wifi hotspots, games consoles on standby...
Does the mobile always get correct max wifi download speeds through the sky router if the PC is off?
Whats the network traffic in task manager showing when the PC slows down? There's nothing saturating the upload capacity running in the background?
 
Believe i've located the problem to a dodgy lan cable, never had issues with the cable before on old computer and this one was very intermittent but swapped then over and no more issues.
 
if its only torrents windows is probably going crazy with the antivirus

seems anything being downloading by torrents is treated like a virus now, you need to exclude the downloads folder
