Windows 2003 Keeps losing CAL's

Does anyone why this is happening on Windows 2003 server? No users can logon, and we have to get the admin to logout (console) to allow us back in.

Is it stuffed?

How was it installed? Sounds like you've gone for per seat installation which would need a reinstallation to correct.
