If there a way of protecting the administrator password from being reset by a boot cd or other means?

Lock down the bios / booting options with a password too

Adding extra layers is all you can do

Add the end of the day, if someone can physically access a pc, they can ultimately do what they want..

Best way is to prevent physical access to the server. Can it go in a locked cabinet? Unplugging the optical drive and any USB cables you can could be another option.
