Windows 7 - Applications not usable after startup

I have an unusual problem with my PC that started yesterday. When the PC boots into Windows 7 none of the applications are highlighted on the task bar when I put the cursor over them. The shortcuts on the dashboard do highlight including the "Computer". When I access the "computer" all drives are displayed but are not clickable, this goes for everything down to the system tray.

I found that if I do Control, Alt & Delete and choose task manager or just click cancel at that stage everything is then accessible/works.

I have updated all drivers and run windows update but still the same, I have also changed the theme as I was told that could do it.

Any ideas?
 
Is this on a laptop? could be some kind of keyboard/touchpad software e.g. lenovo OneKey Theater as per this thread:

Be worth trying a selective startup to see if it is a particular program causing the issue:

Thanks! this is on a PC not laptop. Anyway the above didn't solve the problem but lead me to it.

The first solution didn't work as the panel are frozen, not only can I not click on them but keyboard operation is not possible for selecting either.

I tried the selective boot with only MS stuff loaded and that had the same problem and the only way was to ctrl, alt & del and press cancel. So I Knew it wasn't an application problem.

The only things I had connected was a keyboard and mouse so I unplugged the mouse and used a different mouse. After the restart everything worked fine, I've done that a few times to be sure and all is OK. I didn't expect it to be the mouse as it actually seemed to be working.
