Windows 7 Firewall BROKEN

So I went to install Rosetta Stone today and there was some error that turned out to be if your Windows firewall wasn't on when installing it (strange huh?). But I have (had) ZoneAlarm, but have since disabled and uninstalled it to see if that was a part of the problem first.

Then I went to turn on the Windows Firewall but it doesn't work? Like I press any of the options on the left hand, or the "Use recommended Settings" and nothing happens, just reloads.

Any ideas?
 
Is the service enabled and started? The service is called Windows Firewall.

Most third party firewalls disable the service when enabling theres.
