Windows 7 GTA IV help (Again)

Note this game worked fine with no problems on windows vista with the same system setup before I upgraded to 7.

Hi guys back again with more help needed with GTA IV.

Well I was going to link you to my older thread so I wouldnt have to retyped the details but unfortunatly I cant find it so I will have to explain again.

Basically all my settings are on high (not very high or highest just high) then
View Distance 30
Detail distance 100
Water 100
Reflection 100
Shadows 16
Definition off
Vsync off

Basically if I'm inside it runs at a solid 70FPS if I'm outside whilst moving it starts going at 1FPS even when I move around the camera angle but if I stand still its a solid 50FPS.

i've just unlocked the second island and it was running normal between 40-60FPS but all of a sudden it just started doing this annoying problem. It originally did it when I first started the game but somehow stopped and hasnt bothered me until now.

I've installed all 5 patches and nothing, Ive put all graphics on low and its ok apart from a "Very slight" stutter when I'm driving around it would seem when I put the texture filter above low it messes up. But I cant stand playing a game with high quality everything else and 800x600 textures on roads & buildings. :/

Anyway to get to the point I was wondering if someone could help me out with these two things.

1. How can I run GTA IV in compatibility mode (im on windows 7 think it might work in XP or vista mode as it used to be fine when I was playing this game on vista before I upgraded)

2. How can I disable "Multi core rendering" apparently this has helped some people with similar problem to which I'm having.
