Windows 7 hiccup: Can't click on restart next to shutdown!

I've been using open advanced system care and I think its made a change that I'm not happy with. I figured out that you get an opportunity to hit r for restart while hoving over the button for other options besides shutdown, its a workaround.



When I try to move the mouse toward the restart option, it disappears. The timout for dialog options has been speeded up too much.

BTW I am intending to install win 10 just not right now.

Can you select it with the keyboard?

When I mouse over the arrow and the options are up, I press the arrow key and the letters underline in each word. Press the corresponding key and the action is done.
