Windows 7 Homegroup

Does anyone know how to properly setup Homegroup within windows i have 2 pc's that have windows 7 on them and im trying to set them up on my network so i can easily access files on both but when i try to use homegroup it keeps saying "No Other Homegroup Computers Are Currently Available".
 
On the first computer you need to go into Homegroup settings in Control Panel, and there should be a code for you to use. Write it down.

On the second computer, go into the Homegroup settings and there should be an option to join an existing Homegroup. Go through the steps and it should ask for the code you retrieved from the first computer.

Hey presto, your HG is up and running!

Nope it wont work keeps saying that its unable to start the peer networking group service and when i try to enable it gives me an error for unauthorised group privillages. It wont let me leave the group either to try set it up again.
