Windows 7 Locked Account

How would one get into their locked account when that is the only account on the PC with no access to the Administrator account as that hasn't been enabled?

Ideally not wanting to reinstall Windows.
 
I've got a program called Active Password Changer that I use for resetting user passwords if the machine is locked out. It creates a floppy/USB boot disk.

Works with Vista so i'm assuming it'll work with 7 if they're still using a similar SAM architecture?
 
If you mean the password at log on
well I had this because the comp thought it was on a domain
so I turned off the modem and it let me in then put a new password.

I dont know what caused the comp to think it was on a domain!
