I have Windows 7 on my Samsung F3 1Tb, alone with everything else no partition, it now starting to feel abit bog down and slow to load everything when booting, so it due for a wipe.

Would it be better if i set aside 60gig just for Windows & install apps games ect on a seperate partition keeping windows partition free from anything.

It wont make any difference.

I run all my Windows 7 machines on one big partition. Perhaps you should be looking at the causes of your OS being bogged down - crapware, startup items, unused programs running in the background etc etc.

If you only have one physical disk, all a 60GB or so partition will allow is a separation of your data from the OS [which makes the OS image smaller if you plan to backup a full disk image of that partition.] In any case, it wont improve performance.
