Windows 7 Pop-Up

I have been getting a prompt at the bottom on W7 to ask "Do you want to open or save imp.js (145 bytes) from impgb.tradedoubler.com". I get this a dozen times a day from bona fide sites.
Every time I click cancel but am concerned that one day I may accept it in error.
Is there any way I can include this pop-up as a barred file in W7 pop-up blocker (assuming one exists) or a third party one.
This is the only file that poses a problem / threat to me but would like to rid of it. I cannot find any info by googling and would appreciate any help you guys may be able to give me. Thanks

My W7 is the basic Home Premium version.

Have you tried the normal stuff, i.e. installing malwarebytes, clearing your cache? And when you say "pop ups"...is it on the system, or through a browser?
 
The pop-up is the normal one that appears at the bottom of the browser asking if you want to install a file like Flash or updates etc.
Yes I have run MB, Spybot and CC Cleaner.
Nothing has ever been found and I assume that's because I've always cancelled before the file has been installed. I just want to prevent it in case I allow it by mistake.
I wondered if there was something as part of W7 or even a third party that could automatically block that file before being asked permission.
 
Open the start menu, type run and "msconfig". Select the startup tab, see if anything abnormal is there. If you don't feel confident in this, I'll happily sit down with you over skype and teamviewer, which is invariably easier to do.

Nothing but the basics ticked on the "start up tab"

I am trying to achieve this by using:
Internet options/privacy sites/block/tradedownloader.com
I now realise that this will only block the cookie. Unfortunately the pop-up blocker on medium only has the facility to "allow" and not block named sites. It obviously prompts to ask permission but human error may make me allow it, which is what I want to overcome.
It would have helped if google had thrown up entries as to whether this is malicious or not and stop me being paranoid about it.

have you got the name of the pop up please?

I am not too sure you would call it a pop-up come to think of it - sorry. It appears at the bottom of the desktop occasionally when on line the same as if you want to install a new program and the computer is seeking permission to download the file.
It appears as "Do you want to open or save imp.js (145 bytes) from impgb.tradedoubler.com".
 
Is your Java up-to-date ?
For whatever reason, I must have uninstalled it or never installed it. On W7/Control Panel/Programs there is no Java installed.
Would I right in thinking that it is not essential software. Could it's absence cause my problem?
 
No, it isn't essential but it does allow websites to display things in your browser. The downside is that javascript also lets lots of bad stuff get in to.

The imp.js file looks like it is a javascript file, without java installed and enabled in your browser it asks you what to do with it.
