Just installed a few days back not much installed & it seems a bit slow... I mean what is normal, should a browser start right up or take a few secs?

If you are on a hdd then yes it will.

Is one cpu core running at 100pc all the time?

check that svchost or trusted installed isn't taking up 50% cpu/ram as its a known issue ;|

just get as many windows updates done as possible. takes a few days to get them.

Yes, still run it along side Linux on all my home systems and laptops.

I still find it superior to Win 8 and 10 that I have to use at work.

Yes there was a known issue with DHCP on the .479 update released on the 9th. This has since been fixed with the .576 update released on the 13th.
