Windows 7 shut down

I have just had a conversation with somebody who said that if Windows 7 is shut down 3 times by cutting power, it will automatically reboot into safe mode and can only be restarted with a keyboard.

There are ways to get around it but it requires some OS programming to bypass.

Ever heard of this? Are there easy ways to solve it?
 
I'm fairly certain this isn't true. When you next boot into windows it will give you the option of loading into safe mode, but as far as I am aware, the default bootloader will just boot normally after 30 seconds, unless you tell it otherwise.
 
Get a UPS ;)

I've had this before on Server 2008 R2 where it tried to run startup repair after losing power and never successfully booted up. Luckily we had ILO access or it would be a long drive
