Windows 7 Starter Question...

My wife has a Packard Bell Windows 7 Starter netbook and she cannot set a desktop wallpaper. Is this a removed feature for Windows 7 Starter?

Yes. You can change it with a long drawn out workaround but it's not worth it

Windows 7 Starter is primarilly that, starter and it's for use on low-end netbooks and laptops to keep performance levels up, hence no wallpaper or Windows Aero.
