I did but rather than restart I just shut down so I forgotReboot in safe mode with networking see if that works if so it's almost certainly some service or driver problem. Did you try unchecking everything in msconfig?
This issue is brand new, I moved from an x99 system to an 8700k and z370 board with the new killer control Ethernet and it’s been doing it ever since.
Router is fine, my dad doesn’t have any issues at all, as soon as windows starts, he’s connected to the network in a few seconds, like mine used to be.
Maybe I’ll uninstall the ethernet drivers and see if that helps.
