windows 7 taskbar at top?

ive just got a dell inspiron 15r (5010) laptop with windows 7 , now it comes with a top taskbar that i dont really want.

is this something that dell add?

could someone please tell me how i can get rid of it.

Dell Dockbar like HP have one?

It's not a standard thing in Windows 7.

Just browser Programs and Features and remove it.
