Windows 7 User account question

Hi,

I want to stop my Dad from being able to install ANYTHING on the PC. Reason behind this is somehow he always ends up installing random toolbars on his PC and other spyware which I have to then go and clean up.

How can I set up Win7 so it prompts for an Admin password or something whenever an installer is run?

Just create another user and don't give them administrator group access. Google, how to create a non admin user.
