Windows 7 User Account Restriction?

I've got W7 Home Premium, using standard accounts. However, I want to further restrict the accounts by blocking file downloads and application install.

I'm aware GPEDIT is not available in Home Premium, so does anyone know of an alternative third-party software to use with HP?
 
Application installation should be prevented via Administrator password prompt if you are using a standard account.

File downloads could be blocked using Parental Controls.
 
It doesn't really block everything though from my experience.

I've noticed the file downloads block before, but seem to recall that it only blocks them in IE?

What have you come across that doesn't prompt for a password when you try to install? Most if not all application installers require administrator permission/elevation before they run I thought?

Yes you may be right, I think the Parental Controls is only IE. What browser are you wanting to restrict instead? You'd have to restrict all installed browsers anyway really otherwise the User could just launch IE and download away.

Maybe increase UAC level? (don't know what this would do in reality but it generally prompts for Admin authorisation for more things the higher up the scale you go so is in theory more restrictive)
 
Installers that run as standard users get hit with access denied errors when they try to access areas (e.g. file system, registry etc.) that need higher privileges - this is the primary reason why they fail and not necessarily because it's an application.

Chrome is an example of an application that will "install" as a standard user quite happily because it only modifies things that the user has access to by default. You'll noticed a UAC shield icon on the "set default browser" setting as this needs administrator rights to change that registry entry and make a system-wide change.

Unfortunately I can't recommend any free third party stuff that will do this. Some of the things you sound like you want to achieve aren't even in Pro - you'd be better off with Ultimate.
 
To block file downloads, use 'windows live family safety', its free and has that option. To prevent application installs, just block all programs in parental controls then individually allow the ones you want to allow to run.
