Windows 7 user IP address question

So my department at work needs to be able to change IP address values in order to access forward facing camera modules on board trains (the camera module uses a static IP address). We connect to the module using an ethernet to parallel cable and use Windows 7

Our IT department will not set us up as network configurators and insist we stay as power users. Before I go on the warpath is there a way to set permissions so a power user can change IP addresses? I know my way around Windows but want to provide a way for our IT department to do it.
 
Thanks for the reply. The cameras always use the same IP address and subnet mask.

The scheduled tasks idea sounds like a possible solution, thanks.
