Windows 7 user IP address question

So my department at work needs to be able to change IP address values in order to access forward facing camera modules on board trains (the camera module uses a static IP address). We connect to the module using an ethernet to parallel cable and use Windows 7

Our IT department will not set us up as network configurators and insist we stay as power users. Before I go on the warpath is there a way to set permissions so a power user can change IP addresses? I know my way around Windows but want to provide a way for our IT department to do it.
 
Is the IP address that your cameras are on predictable - e.g. is it a range of possible subnets?

One way I can think of solving this is to have a pre-configured router that gives a DHCP offer out to a laptop and then the interface that connects to the camera has the relevant subnets defined on it.

You could also run a VM with less restrictive permissions but this depends on the laptops being beefy enough and your IT department being co-operative.

Lastly they could deploy a set of scheduled tasks with the relevant credentials already saved that set the IP address to a particular value, and another scheduled task that sets it back to DHCP. Have a number of tasks for different subnets and put shortcuts on the desktop.

None of that's really ideal but I think it's the closest you'll get.
 
Thanks for the reply. The cameras always use the same IP address and subnet mask.

The scheduled tasks idea sounds like a possible solution, thanks.
