my friend is looking to upgrade his pc but we were wondering, he already has windows 10 on his current pc. i think he bought windows 7 and upgraded to windows 10. but we aren't sure if he has to buy it again for his new computer or if he can transfer it and if so how do we do it?

Windows 10 is technically free just don't activate it when installing it.

It limits some options like changing desktop background etc. I'm sure at some point MS will use it as a way to refuse updates for some users.

It's possible to transfer the license, though I've always found it more convenient to just buy a key from an online marketplace for £5-7, once I'm happy the machine is working how I want.
