Windows 8.1 And Speedstep

Not really noticed this before, but my laptop seems to be stuck on High speed, which obviously is not helping the cooling system much. On reading up it apparently seems to be a Windows 8.1 problem (didn't notice the issue in Windows 8 or 7 before that). Any ideas on how I can fix this? Without wiping and going back to Windows 7 preferably...
 
Speedstep should work fine on Win8/8.1 since it does for me,you could also check you have all the drivers installed for your laptop or for any new ones since you already checked your bios settings etc..
 
Is there a BIOS update for your laptop? Worth a check. I've seen all sorts of funky issues resolved by a simple update.
 
No BIOS updates I'm afraid (it's 4 years old), it's running the latest, A12 BIOS.

I imaged Windows 8.1 and stuck Windows 7 back onto it. Speedstep issue fixed, but odd that it happens in 8.1. I don't remember it happening in Windows 8 (.0) either, but for now I'll leave it running Windows 7.

Maybe it's a driver issue, but there aren't any new drivers for my old DELL... :(
