Windows 8.1 Apps not running

We have a problem with a number of laptops at work running windows 8.1.

Tile apps like news/reader/store etc briefly open and then minimise to the task bar. If you click on them they briefly load and then minimise again.

I have tried running SFC /scannow but it didnt find any problems.

Has anyone got any ideas?

Have these laptops always been running Win8 / 8.1 or was the OS upgraded from something else? Has this always been happening or is it something new?

I had this when window 8 first came out and it was my antivirus software needed updating.
