Ok, so you can disable changing the proxy settings through GPO. But, that doesn't stop the user from using Metro (Modern) to swipe to PC Settings > Network > Proxy and adding their own or overriding the one defined in GPO.

You can disable access to control panel and PC Settings through GPO, but there are some useful features in there that we would like to keep.

Any ideas?

Yep, no such setting in GPO. I found a way to do it through GPO though by forcing a registry entry so that users cannot change the settings but there is no native option listed in a template

I have found the GP settings quite lacking in places with regards to Windows 8.x. Thankfully 8.1 is better but there is still work to be done.

Are the pcs on a domain? What os is on the dc?
GPP is applied per user, you just need to have the correct templates.
