Windows 8.1 - performance issues help

hi

Im experiencing problems with my windows 8.1 After turning my PC on Im experiencing random performance issues. im loggin to desktop just fine but Skyrim for example stutters, youtube vids are not "smooth", browser is not as snappy as it should be.

After a restart everything goes back to normal and I have no issues whatsoever.

the only difference i could see is that when everything is perfect - svchost.exe and MsMpEng.exe are consuming less memory. However even when I have issues, memory usage is not higher than 15%

When system works beautifully memory usage is below 10%

Any ideas whats going on? I simply have no idea what to do. I have 16gb of ram so plenty available. CPU is almost idle. Win is updated, GPU is using latest drivers (the "omega" ones. im using r9 285).

Any help will be appreciated.

Right. Disabled win defender and firewall. Im running Bitdefender now. It uses even less resources but issue is still present. Fresh logon causes performance issues. Could it be problem with my graphic card??? But then it works great after restart and Skyrim on Ultra is smooth as me bum when I was three yr old.

EDIT: is it normal that PCI shows as "PCI-E 3.0 x16 @ x16 1.1" and it changes to @x16 3.0 depending on whats happening? I was watching hd vid when it changed to 3.0 and then few secs later back to 1.1

It was never going to be Windows Defender causing this, what made you think that?

Have you reseated the card, cleaned off the drivers and reinstalled them?
