Windows 8.1 USB Not Working

Hi, I recently built my new PC using a Z87-K and an i5 4670K, it's really good but I updated from Windows 8 to 8.1 yesterday. Now NO USB devices whatsoever work, this means that I can't log on or anything. At first I though it might be my fatherboard but I can control the UEFI so I'm sure it's not. I have tried loads of stuff but nothing seems to work, do I need to reinstall Windows?

Have you tried safe mode and checked device manager for any conflicts?

Hi, I've tried booting in safe mode and that didn't help and I can't log on because I can't use a keyboard or mouse so obviously I can't check device manager.

Have you tried your keyboard/mouse on other controllers? ie. different ports?

Yep, I have 4 other devices using other ports that will not work, they show no sign of even receiving power (lights). I'm downloading the install file to try a refresh now and I'll post how that works soon.
 
I'm not sure then... it sounds like the drivers have conflicts but it's a bit of a catch22 to fix when your keyboard/mouse aren't working as a result of it. :p

A fresh install would probably fix it.
 
Apparently my hard drive is locked and I need to unlock it in order to do a refresh, I don't have the remotest clue what that means so if anyone could tell me that'd be good :D
