Windows 8 - Control Panel & Command Prompt UAC Every Time

About a week after upgrading to Windows 8 the control panel & normal command prompt both bring up a UAC prompt every time.

My UAC settings are default & the values in gpedit seem to be default as well.

Any ideas as to what's causing this?
