The waiting game can be a long one. But I guess it depends on what you use your PC for. Windows 8.1 has DX12 support for when games/gpus start using it, but it depend on how many future games you have your eyes on.
At the moment I'd save your ££ and see what the preview of Win9 will bring us feature wise. you can always upgrade later on.
