Is this still limited to the machine it is installed on and subject to hardware changes?

I believe they have changed the terms of the license allowing you to transfer it to a new system or upgrade your current system without issue. (no Retail license) If it a completely new PC then the old operating would need to be deleted from the original system.

From what I can see it appears the only thing missing is the fancy packaging and end user support from Microsoft.

SO going by that I could install it on my laptop as well?
