Sealed in my Sarcophagus.
I have a small packard bell laptop with touchscreen and the HDD died. It came with a code for windows 8 small screen touch edition.

Now after much searching i cannot see a special ISO for this, the laptop itself has no code on it ( im assuming a key is in the BIOS ).

I have been told you can use a normal 8.1 ISO to install this, but not so sure.... information is very hard to find.

Has anyone come across this before?

I have no restore partition as its a new drive and the key on the piece of card that came with it ( official microsoft code ) is for windows 8 small screen touch edition inc office. And that code is not recognised on the microsoft site for downloading officially. ( using the download installer trick )

Maybe use a 10 ISO? It should pick up the key built in the BIOS and auto activate. Make sure it's the latest Windows 10 ISO with threshold 2, the media tool will give you the latest one: https://www.microsoft.com/en-gb/software-download/windows10

Windows 8.1 is a little trickier, you can install it but you'll need to use a generic key during installation, and then use a program to retrieve the 8 key from the BIOS before being able to activate it.
 
Worked with an 8.1 iso in the end and just activated. Then did the upgrade to 10 with no issues :D
