If you have 2 monitors running, it runs both the desktop and the start screen at the same time?
Windows Key + I > Devices > Second Screen > Extend.

always visible is what he wants. if you have it on the second monitor, and click a desktop app within the second monitor it'll then go to the desktop on that second monitor even if the desktop app opens on the first monitor. i very much doubt there is anyway to solve this.
