Why do people claim that Microsoft wont put the effort in because they rather the xbox?

Microsoft get paid for every game sold for the xbox they do not for the pc.

Microsoft makes substantially more money from pc's than consoles. There are very few businesses that arn't pc based these days and somewhere like canary wharf will have tens of thousands of pc's, not to mention servers, in a relatively small area.

Though obviously this doesn't mean they will put the effort into pc gaming. The point is that if they loose this monopoly and apple takes over then they will loose a ludicrous amount of money and likely never recover. Thus it is in their interest to hold on to every inch of market space they can.

After all, macs are already more "stylish" than pc's, if they became equivilant to game on then the macs might take over on the home front and sooner or later you would end up with a generation brought up on macs instead of pc's who would much rather have a mac at their workspace than a pc. Though obviously in canary wharf that would cost millions to change over and likely never happen, but who knows?

Its not possible they could preinstall GFWL on a new OS when they outright refuse to support tons of countries. But then i guess MS have no problems with hypocrisy.
