windows admin security question

windows admin security question no longer been asked when i open programs, something i have installed must have turn the option off how do i turn it back on?
you know the question that pops up when you open programs like cpu-z

Edit: i am using Win 7 ultimate 64bit

Have a look in User Account Control in the control panel

Start > Run > msconfig > Tools > Change UAC Settings
Change slide bar to second from the top

Please keep it turned on, as it's capable of mitigating a lot of security issues.
