my friends PC stopped working today, he said that the last unusual thing that happened was that steam would not startup, saying that it was already runnning when it wasn't.

he also said that the internet also wasn't working, but this may be been because of this dodgy router.

he restarted it and it now says:
windows cannot be started because the following file is missing:
"c:/windows/system32/config/system"

is there anyway that this can be repaired without reinstalling the windows?

the OS is XP pro SP1.

Put your Windows CD in and when prompted, press R to go to the recovery console.

Type...

fixmbr <enter>

fixboot <enter>

And then

chkdsk /f <enter>

Every time I've seen an error such as that (usually a registry error) the above has fixed it.

I agree, the fixmbr and fixboot always did the job for me. I seem remember these errors coming up all the time in the early days of XP, maybe it was something that was fixed with SP2 but they are no where near as common anymore
