Windows and other problems

I thought that it would be best to post this in the general hardware, rather than many threads in the sub sections... Anyway Specs First :

CPU : i5 2500K @ 4.5ghz , H100 Cooler
MOBO : Asus P8P67 Pro Rev 3
RAM : 16gb Corsair 1600Mhz
GPUS: Asus Direct CUII 6950 + XFX DD 6950
PSU : XFX 750W Core Edition
SSD: Agility 3 240gb
HDD: WD Black 500gb + 2 x 1TB Samsung F1s

Right so the problems :

1. Screen tearing - On nearly all games that I have tried to play fullscreen, with vysnc enabled, I get screen tearing to the extent that the games are unplayable. Im using 12.7 Beta Drivers along with the latest CAPs. For example while playing D3 the screen tearing starts with the game and when Im loaded into the world, it stays and then goes and this repeats making it unplayable. I have tried forcing Vsync in CCC along with triple buffering. I have also uninstalled the beta drivers and installed the latest, but get similar results. Currently I have the asus card in the top slot and the XFX card in the second slot.


2. The other major issue that Ive had is windows hanging on the loading screen.

That screen ^^... When i then restart the computer, start-up repair doesnt fix the issue, and when I try to use the system restore, to go back to when windows did boot, it gets to the end of the restore and then says that it fails.

Currently Im having to reinstall windows far too often. Usually the errors happen after i have installed all the drivers and ect. I have now made an image of the SSD after the motherboard drivers have been installed and have been using this to restore back most times I get boot into windows.

At the present time, Im at home for another month or so and without school I dont need any programs desperately, but I need to sort these before i head to uni.

The WD HDD + SDD are under 2 weeks old, both have been tested though with no errors. I will repeat though to see if anything has changed from when i got them.

Cpu over clock is stable @ 1.3v , primed for 12 hours, maxxed at 63C or something.

and Gpu overclocks are stable also, tested with many benches

Ram is stock and Bios is set to ACHI
 
Update : Just reinstalled windows then the motherboard drivers, during which time the Pc rebooted 3 times successfully. Then windows update installed around 80 "important" updates and now it gets stuck at the loading screen...

and okay, Ill give mem test a go
