Windows and Programs laggy

Built a new pc not long ago part list at the bottom, and windows runs laggy, all applications such as Google chrome, Skype, vuze plus and the such like run slowly. However, games run fine in max settings (dishonoured, planetside 2, far cry 3) they only lag on their menus (new game, load game, options etc), once into the game no lag whatsoever. updated windows and graphics drivers.
Any ideas?

Intel core i5 3570k (@ stock clock speed)
Sapphire Radeon HD 7870 GHz Edition
Logitech G930 Headset
All stock cooling
Windows 7 Ultimate 64 Bit

Installed all the latest drivers for the hardware? Made sure your AV is not causing a problem? What type of storage device do you use SSD or Mechanical drive?

Mechanical drive operating at 7400 rpm, fairly sure all the drivers are up to date

Sounds like you hard drive is buffering or maybe you AV is causing the stutter, try turning it off/uninstalling the AV and see how you get on.

Yeah Antivirus, in that case there is a driver or something causing the problem. have you looked through event log?

do you have the cool and quiet drivers installed? (cannot remember the exact name of the intel drivers).

Now everything is running with lag, games and all, no, i haven't looked through the event log, how do i do so?

In the system section anything related to hard drive or IO will give you slowdown/pauses what red triangles do you have?
