Windows application to combine lots of JPGs into an mpg/avi?

I'm doing some time elapsed photography and want to combine the hundreds/thousands of jpgs into a video.

Ideally the program should also be able to resize the jpgs accordingly etc!?

Anyone recommend an application to do this. Ideally free

That can batch resize easily...
