Is the windows cd key tied to motherboard bios now and not Microsoft it self?.

Depends what you mean and what version.
Do you mean used to activate? Or do you mean version is transferable between machines?
W7,8.1 and 10 OEM versions are toed to motherboard and not transferable.
W7,8 & 10 retail and well as w8OEM are transferable between machines,
W10 activation is based on hardware ID, so might require a phone call to activate.
Are you sure about this? I find informatiin about this confusing. Ive just build a new computer taking out only 2 hard drives with my media on it and ny psu. When I installed windows 10 I reused the windows 8 retail key I had before.
My new machine has acticated fine. I plugged in my old hard drive with windows 10 on it for 30 min while I copied some stuff. I checked if that was still activated.... it was
