Windows eula advice

I will be getting a cheepy laptop this week that come pre loaded with Vista Basic
I was planning on installing some type of Linux
I have read on the web that if you refuse the Eula at First start up you are able to get a refund on the OS
Is this correct?and if so how would i go about doing this/and who/where do i contact?

No, there have been cases where Linux (and other OS) users have gone to the machine's OEM and asked for a refund for the included Windows license.

upon reading that link it is not as easy as i was lead to beleive(especially as where i ordered the lappy from is just an online box shifter :( ) oh well it was cheep....and i can`t be bothered with the amount of effort they imply is needed
