Windows Firewall and Outbound filtering

I've used Comodo firewall for a long time because i like to be able to see what programs are accessing the internet and have to option to block them if i so choose.

Comodo has become rather bloated though so i haven't yet installed it since i did a clean install of Windows 7. I'm wondering if its possible to setup windows firewall so that it acts like comodo with a popup when something tries to access the internet and have to the option to deny it.

I did read a thread by fire wizard about outbound filtering but found it a little too complicated

I took the advice of trying out Vista Firewall Control (see post #6) but I've no idea whether it will work on Windows 7
