Windows Firewall Problem

My Windows Firewall isn't running, when i go to control panel to turn it on, i get the message "Due to an unexpected problem, Windows cannot display the Windows Firewall settings"

I have tried starting the security center from services and get this message "Could not start the security center service on local computer; Error 127: The specified procedure could not be found"

Ive tried using sharedaccess.reg, I've tried using wscsvcfix.exe, Ive tried re-activating a series of dlls and restarting different things from command, nothing works :(. Totally out of ideas, can anyone help me?
 
its only happened since system restore :(

my pc froze up last night then just kept freezing on the windows xp boot screen (the little blue squares :p ) and i restored to resolve that, since then windows firewall (the security center service as a whole actually) has just ceased up.
 
anyone have any ideas please? this has caused me further problems today, ive also discovered i cant send files over the network now either, along with the before mentioned.
