I have one PC that blocks access to the internet for a particular application. Problem is that it blocks access to the local network too. Is there a way to name an exception IP address? I know that I can add IP's that the rule applies to, but there doesn't seem to be a way to add exceptions.
 
Yes, Windows Firewall will allow you to either use a port or application allow/block list. It obviously can't be IP as the Windows Firewall is applicable to the IP of the machine it is running on.

Why not use the routers firewall, if that feature exists, to stop that machine from going out to the internet
