My windows wont enable its ICS i tell it turn it on and it says " and error occured when trying to enable ICS, cannot complete this function"

how the hell do i fix this its driving me mad

when i try and start it in services thing it says

"Error 10047 : An adress incompatable with the request protocal was used"

so err what does that mean

didnt have any anti virus software on there , did a spyware check nothing . its really really annoying! maybe i should just bloody format :\
