Windows Installer

Can someone help please. I have a friend who has a problem where whenever he launches an application say IE, Word, OE etc. he gets a small prompt box that displays words "Windows Installer". That will remain as though opening another application for 30 - 60 seconds, before vanishing and allowing original application to be used.
What is the fault and can it be cured. Thanks in advance for any help offered.

Have you tried re-registering the windows installer files?

With the installer unregistered the machine works Ok. With the installer reregistered the prompt returns every time an application is opened.
