windows keeps askign me to press F1

i boot up and it goes to the bios then just after it says press f1 to enter setup then i press f1 and the computer reboots and goes back to the same screen!

Remove USB devices and try again, my computer does this when i have my webcam plugged in because it has built in memory and thinks its a boot device
