Windows loading strange on login

When i shout down or restart windows it boots the same point i left off
Eg: app open, webpages load even opning games.

it's like windows is suspending and not shouting down, programs that are not set to load on boot even open so it as to be a windows problem and not the programs.

is there any way to stop this.

check the advanced power settings and see if the power button is set to "shut down" or "sleep

There is an option to turn off saved state (not the proper name but I cannot remember what it is) basically a fast boot option turn that off and you will be back to normal.

Disable fast start up.

Its a fairly new Windows 10 feature although apps have to be coded to support it, I know Edge and Office work also perhaps Chrome. If supported apps are open when you shut down they will be launched when you start up next time.
