Windows missing disk

I have to format my daughters computer which is running win xp home edition. We cannot find the disk to do it. We have the CoA and the little (useless) booklet that came with it and our own serial number (doh which is on the CoA)
We spoke to our local PC shop where we bought it from and he tells us that we have to buy another copy of home edition from him...
Is this right??
We tried to speak to microsoft, but they offered little or no help on the subject.
Can anyone help as we don't want to have to pay again for it.

Right, I am still no further than before.
I have found 1 person I know who has an OEM copy of home. He has asked the local computer shop if it is ok for me to use it to install. They have told him it is not as i will have to use the key that is matched to the disk, therefore he will not loan it me. Arggggghghhhhh!!
Can anyone help me out. As I said in the opening post. I have my own key and my COA stuck to the case, I only need to format and install.
I can provide a picture of my CoA to prove to the Don's I have them if needed

PLEASE HELP!!
