windows mixed reality controllers need pairing on each start.

Hi folks . First question on here for me as needing help badly .
Ok, got my son a HP windows mixed reality set for Christmas and trying to set up now so ready . I have purchased a bluetooth 4.0 dongle and have got it paired in bluetooth throught the windows bluetooth settings, as the hp setup failed to connect. Every time I turn off controllers or PC and back on they are stating paired but dull lights and not working with headset or portal. I have to go into bluetooth settings :
Motion controllers saying paired , so I disconnect and reconnect the pairing pricess in the settings and works fine . The controllers are bright white. A pain in the but to keep going through this procedure with removing battery cover and pairing . has anyone encountered this ? I'm assuming its a PC bluetooth setting I'm messed up . please help . ta
 
That makes more sense now as PC recognises the paired controllers but not to the headset . Thanks , I'll remove all from PC and start again through the hp portal setup . Thanks
 
The earlier HP ( model forgot ) does not have headset bluetooth , the controllers require bluetooth to the PC and the headset makes connection through USB to PC picking up the controllers from there . Very dated I know . My son is new to this so didn't want to spend loads . However , when the garage is converted to games room I will look into a new setup hopefully . Want the system that can recieve controller signals from behind ect . Space wont be an issue if sensors required , but this is later date planned .
