Windows Policy to control use of .exe

Is there anywhere in Active Directory GPO's to either block certain .exe files are to create an allowed whitelist of .exe files?

Basically I have found at least 2 people in our office who have found that putting the firefox files in their documents folder allows them to run it without installing it.

So I would like to ban the firefox.exe or create a list of allowed .exe files.
