Windows reading correct?

Hey,
I am currently running my system on XMP profile in the BIOS, meaning the memory is set to 1600.
For some reason Windows is only saying that my CPU is at 2.27GHz, yet when I look at CPUZ and in the BIOS is says my CPU is running at 2.7GHz.

I'm guessing I should trust the BIOS and CPUZ more... but why should windows see a lower value? Seems odd to me....

thing is 2.27 is lower than stock. If I over clock...say to 3.7, then windows reads 3.7 correctly, it is only when I use XMP that it is incorrect.
 
Ok, I won't worry about it then. I shall leave XMP on for now as tomorrow my new case arrives, so the whole lot is going in there, along with a new Corsair H60, shall then overclock to 3.7GHz hopefully.

I'm not bothered really to do it manually myself, I would most likely use the ASUS autotune tool which made it go to 3.7GHz last time, it was just slightly too warm for comfort on my current (AC Pro7 v2) cooler.
